Brussels - A new Guide gives practical introduction to the main provisions of the European Union’s latest Waste Framework Directive (WFD) that was approved in late 2008. The WFD importantly requires Member States to produce and implement mandatory waste management plans that are also required to be properly evaluated. So the new guide provides members of the European Environment Bureau (EEB) with an analysis of the key features and targets within the Directive, notably on the different steps of the waste hierarchy and end-of-waste criteria.

It identifies areas where EEB members may be able to focus campaigning efforts during the period in early 2010 when Member States will be advancing the transposition of the Directive into national legislation. To support this activity, a series of case studies of good (and sometimes bad) practice across the EU are showcased. Wherever possible, references and weblinks have been made available in the body of the Guide as footnotes to make the Guide easier to use.

The Guide also incorporates some focused guidance for members on waste prevention, recycling, biowaste and incineration in the context of the potential for action on these issues within the new Directive.

The clock is now ticking, as Member States have until 12 December 2010 to transpose the provisions of the Directive into their national legislation and administrative arrangements. This means that the opportunity for EEB members to influence the transposition process is still available now, and is an urgent task in the early months of 2010. The EEB hopes that this Guide will assist in providing access to the information and evidence needed to help EEB members secure the best possible outcomes across the EU in terms of better provisions for waste prevention, re-use and recycling for everyone in the EU.
