Redditch - Alupro and its members fully support the setting of future packaging recycling targets which are fair and equitable, realistic and challenging but above all achievable. We have fully considered the opportunities for boosting recycling rates given the constraints of current collection systems together with the opportunities presented by emerging technologies for the recovery of aluminium from residual waste, stated Rick Hindley, Executive Director of Alupro. We have concluded that the proposed 70 percent target is not achievable; we have and will continue to consult with DEFRA to outline our reasons for this.

It must be remembered - Hindley continued - that aluminium packaging is almost exclusively consumer packaging and therefore arises solely in the domestic waste stream. Alupro’s own analysis demonstrates that a 65 percent target for aluminium would be challenging, but probably achievable if the Industry received the full support of Government and other stakeholders, and the UK came into line with the rest of Europe and excluded the aluminium used in laminates and composites, which is technically unrecoverable, from the total figure for the aluminium placed on the market, as per the EU Packaging and Packaging Waste Directive.

The Industry is totally committed to maximising recycling performance, and hopefully going beyond targets set by Government; but this can only happen with the full and active support of Government and other third party stakeholders. This support - so Hindley - should include all UK local authorities collecting aluminium drinks cans, aerosols and foil trays at the kerbside and working with Industry to boost participation and capture rates. Investment in the infrastructure for collecting drinks cans consumed outside the home, and a significant expansion of facilities for the treatment of residual waste, ensuring that all plants are equipped with appropriate extraction technology to capture aluminium packaging for recycling.
